FUNDING PRINCIPLES AND GUIDELINES FOR THE ONTARIO INDEPENDENT PRODUCERS' INITIATIVE
As part of the licensing approval process for OMNI.2, Rogers Media Television made a number of important commitments to finance the independent production of ethnic programming and to support multicultural public service projects. Within the $50 million in total commitments, OMNI Television will provide $32.5 million to fund the independent production of ethnic, third-language documentary and drama programs. This will take place over seven years (2009).
Purpose
As part of the licensing approval process for OMNI.2, Rogers Media Television made a number of important commitments to finance the independent production of ethnic programming and to support multicultural public service projects. Within the $50 million in total commitments, OMNI Television will provide $32.5 million to fund the independent production of ethnic, third-language documentary and drama programs. This will take place over seven years (2009).
Preliminary Qualification
To qualify for consideration, a program proposal must meet all of the following preliminary criteria:
- The program must qualify as a "Canadian program", in accordance with the rules and regulations established by the CRTC.
- The program must be produced in a language other than English, French or an Aboriginal language. Special consideration and additional funding will be given to successful programs that also propose additional audio track(s) in English or French.
- The program must either be 30 or 60 minutes in length, and formatted for broadcast on commercial television. Series of more than one 30 or 60 minute episodes will also be considered. Programs of any shorter or longer length will still be considered on an exceptional basis.
Subject Matter
A very broad range of subject matters will be considered and welcomed. The program proposed must fit the CRTC definition of an "ethnic program". This funding seeks to broaden the telling of all Canadian stories in many languages. Some topics may be well known but not available in languages other than English or French. Other topics may relate directly to specific communities or illustrate diversity or ethnocultural issues.
Supporting Documents
It will be beneficial for the applicant to provide a proposal that indicates:
- The language(s) of production.
- The duration of the documentary (series).
- A synopsis and producers creative goals.
- The time required to complete project.
- A range of license fees expected.
- Any additional information is welcomed.

Deadlines for Submission
There are no deadlines for submission. To ensure a fair and manageable process, program proposals for the Independent Producers' Initiative will be reviewed twice per year.
Payment
The licence fee paid for by OMNI Television shall cover the entire production cost of the program proposed. The funding for each program shall be determined on a case-by-case basis, depending on the nature and objectives of the program proposed. Adherence to program completion deadlines will be vital to ensure fund payment of agreed upon funding.
Funding and Broadcast Commitment
Should a program proposal be accepted, an appropriate licence agreement will be entered into between OMNI Television and the independent producer. The agreement shall detail issues such as the total licence fee, the fee payment schedule and the timeline for the final delivery of the produced program.
The agreement will also cover broadcast and distribution rights for the program. At a minimum, any program funded under this initiative will require that OMNI Television be provided with an exclusive, first window multiple play broadcast right for a specific period of time not to exceed two years. Of note, the first broadcast on either of the OMNI Television stations shall be in the peak viewing period of 7 p.m. to 11 p.m.
Decision-Making Process
OMNI Television has no obligation to approve any program proposal, under any circumstances. The approval and subsequent funding of any program proposal is at all times at the sole discretion of OMNI Television. Program proposals shall be reviewed by the staff of OMNI Television and submitted to management for their approval.
No standard evaluation process or weighing of specific criteria will be used in the review of program proposals for funding under this initiative. Program proposals will be selected for production on the basis of the ethnic programming scheduling needs and requirements of OMNI Television at the time of the submission.
OMNI Television will be reviewing proposals filed by independent producers seeking to access funds from this initiative and to broadcast these programs on our stations. The purpose of this document is to outline the principles and guidelines to be used by OMNI Television in our review of program proposals submitted by independent producers.
